Adobe Premiere Pro 2024 - Preferences not working

After updating the 2024 version, preferences and workspace are not working. When I click on any preference > General or Audio or Any Other Settings, Adobe Premiere gets frozen or hung. Even, if i click on new workspace, it's hung. 

Reset done, clean media cache, reset settings, but same. 
Other Adobe applications work totally fine.
my system:
intel core i9, 64gb ram, 2tb ssd and 4070rtx gpu.  

Any help ?

Reinstall and use cleaner tool.
