Adobe Premiere Pro CC 2018 freezes when scanning audio plugins

I downloaded Premiere and allowed it to run overnight, but the program is frozen at 0% while scanning audio plugins.

Sorry for the trouble. Are there any third party plugins installed in the machine?

We need more information to understand the issue better. What are the system specs(OS, RAM, CPU, GPU)?

I have this same problem.  I have a lot of 3rd party audio plugins that I use for Ableton live, has nothing to do with my premiere work, yet it wont stop scanning and crashing my premiere pro 2020 (Max OSX)
