If that doesn't work, try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.
from here:

If that doesn't work, try Preferences > Audio Hardware and set Input to None.
If that doesn’t work, try updating or rolling back your graphics driver directly from the video card manufacturer’s site. If NVIDIA, do a clean install of the latest Studio Driver (NOT the Game Driver)
If that doesn't work, try creating a new project and import the old one into it.

I managed to solve it after two days of troubleshooting!!
I had the same error (0xc00007b) with the Premiere Pro CC version, on Windows 10. I managed to solve it by installing the wmvcore.dll file into the windows\System32 directory.
When i had the same error with other Premiere Pro versions (2021-2024) I tried installing, re-installing and repairing all installations of C++ redistrutable packages, all Adobe applications, and all Premiere versions, but nothing would work. Even after installing the wmvcore.dll file, it didnt work, so I finally found out Adobe Premiere needs Windows Media Player to exist on the machine to play. I checked my windows version and i noticed that I had installed "Windows 10 Pro N" version. The "N" version of windows does NOT include Windows Media player and the Media Feature Pack, so my system was missing several media components/DLLs. I tried installing the Media Feature Pack but i couldnt make it work. Every other Adobe application (Photoshop, Illustrator, Bridge, etc) was working fine, except Premiere. Finally i just installed a proper version of "Windows 10 Pro" and every version of Premiere (2021-2024) just worked right away.
