Hi I have a nvidia 4070 on a windows 10 threadripper 1950x with 128 gb of ram and whenever I export my gpu utilization is so low on hardware encoding and decoding in task manager even though I have it enabled in preferences. I saw an old post where a guy shows what it should look like in task manager. My cpu usage is also very low. I only get occasional spikes in usage that go up to 25% and 30% but there's no constant utilization as there should be I have the latest drivers and bios up to date .
I guess it was either the Boris bcc black and white effect or sapphires a_freeze frame cuz when I deleted those my render came out faster

I guess it really depends on what you are doing. What type of media are you using and also exporting to? Are they the same frame size?
I always like to see the CPU page, that shows how many processes you have running, taking processor cycles from other uses. I have <110 at my compare point 45secs on uptime.

It says their mp4/mov h.264 4:2:0 and I'm exporting to h.264 yes their the same frame size and also I have 210 processes but I opened another project that uses same clip types and made a 2 min timeline with different clips cut together and when I render that it's using gpu constantly like it should for some reason this project I'm having issues at stalls at 4% and gpu usage goes to 0% to 1% and it says it's gonna take 1 hour but after waiting for like 30 min it speeds up again and finishes within minutes
