Adobe Premiere Pro v 22.0 won't export to Media Encoder v 22.0 (Windows 10)

Hi everyone. I'm having problems with Premiere Pro v22.0 and Media Encoder v 22.0. The first time I tried to export media to Media Encoder after the upgrade, AME complained that it couldn't create a Presets folder in "Documents\Adobe\Adobe Media Encoder". I manually created the Presets folder, and now AME starts. But Premiere won't queue to Media Encoder. It preps the xml file, launches AME, and then does nothing.

This has been a frustrating upgrade. Premiere Pro v22.0 froze on launch until the After Effects v22.0.1 upgrade. I'm tempted to roll everything back.
