Adobe premium pro wont buy up

Iam trying to buy the Adobe premium pro with trails and every time iam trying to buy up the product the payment is declining immediately iam using my bank debit card internation but i cant do it , ive tried to cotact the bank also they said everything is active yet the payment is failed . the customer or chat service of adobe is not available with agent now pls help me out .
