The procedure entry point MFcreate DXGISurfacebuffer could not be located in the the dynamic library c:\program files Adobe\Adobe Premiere Pro 2020\GPUFoundation.dll

Have you tried re-installing.

Sorry for the issue.

Did you try resinatlling the app as suggested by Ann Bens? Did it help? If it didn't, try doing a clean installation of all Adobe apps using Adobe Cleaner Tool.
