Have you tried resetting preferences?
Launch Premiere Pro and then immediately hold Option (Mac) or Alt (Windows) until the reset preferences dialog appears.

Thanks Rob. I have just tried it and it made no difference. Project still opens with bins collapsed after saving with them opened up. I then opened a few bins and changed my Workspace and all the bins collapsed.

Hello, just an update here. I have updated to Premiere Pro 25.1.0 (Build 73) and the exact same problem persists. Any movement or revelations on the Adobe side?

Been having this same issue for a couple years. I keep checking around for a solution but so far haven't found it. Super annoying.

@Rach McIntireany input from the Adobe team? I'm working on a long form doc and it's absurd the way I have to start my session every time I open this project, twirling everything back down to find what I was working on. Slows me down.

Hi @Mattie P.,
I'm still investigating this issue, but I can reproduce it. Although not a perfect workaround, holding down the opt/ alt key when twirling down a bin will open all the enclosed folders. Hopefully, that will save some mouse clicks. I'm sorry this issue continues to frustrate you.
