ALT-Down Arrow/ALT-Up Arrow not working as expected

• Issue - Using the ALT-Down Arrow and ALT-Up Arrow keyboard shortcut to move audio tracks up and down is inconsistently not working as expected. 
• Adobe Premiere Pro version number: 23.2.0 (Build 69)
• Operating system - Windows 11
• System Info: CPU, GPU, RAM, HD:

  • CPU - AMD Ryzen 7 5800X 8-Core Processor 3.80 GHz

  • GPU - NVIDIA GeForce RTX 3060 Ti - Studio Driver v. 528.49

  • RAM - 64.0 GB

  • 1TB internal Media SSD

• File format: 48k 24bit Wavs inside Multicams
• Workflow details: The specific versions I'm working with are in Multicams, but I have linking turned off. I also tested it on non-multicam audio and the behavior is the same.
• Steps to reproduce (DOWN ARROW)
  • Create a new sequence
  • Add audio clips to multiple audio tracks overlapping at the same time location
  • Select a clip on one of the higher tracks.
  • Use ALT-DownArrow
• Expected result - The selected clip should drop down one track and overwrite the audio clip that is currently there
• Actual result -  Sometimes that does happen, sometimes it skips over that track and drops the selected clip on the first available empty track. 
• Steps to reproduce (UP ARROW)
  • As in the above but select a clip on one of the lower tracks
  • Use ALT-UpArrow
• Expected result - The selected clip should move up one track and overwrite the audio clip that is currently there
• Actual result -  Sometimes that does happen, sometimes it won't move at all.

UPDATE:

I just discovered that even when I grab the selected audio clip with the mouse and try to drag it down to overwrite another clip, sometimes it works and sometimes it doesn't.

@jasondecker , in your case, you have a video clip with multi-channels audio splitted to multiple audio tracks, Pr will not allow you to select one audio channel and try to overwrite other audio channels of the same clip using alt+up and down arrows, the same for drag and drop. If you want to delete a single audio channel select it and delete it manually.
