UPDATE:
I just discovered that even when I grab the selected audio clip with the mouse and try to drag it down to overwrite another clip, sometimes it works and sometimes it doesn't.

@jasondecker , in your case, you have a video clip with multi-channels audio splitted to multiple audio tracks, Pr will not allow you to select one audio channel and try to overwrite other audio channels of the same clip using alt+up and down arrows, the same for drag and drop. If you want to delete a single audio channel select it and delete it manually.
