Working with the anchor points is a touchy thing. I recommend setting the anchor point first, especially if you're going to be moving the anchor point. Then after you start the other animations, do not touch the anchor points again. Weirdness results.
I've had the reason for the behavior explained by a dev, for whom it was logical. I don't recall the explanation, sadly.

Then it says "To update only the Anchor Point parameter and not the Position parameter, press the Alt (Windows) or Option (macOs) key and move the cursor over the anchor point, the cursor changes to [see the help page for the symbol]. Then, drag the anchor point in the Program Monitor. It drags the frame while the anchor point stays in place."
The point being that these are intentional actions. If the anchor points moves, either the frame must move or the position (which is relative to the anchor point) must adjust.

I just tried this but it didn't solve my issue. Before this I could only move the anchor point to problem but now I suddenly cant. The clip posted shows an edit when I could only move the anchor tool and then me trying to do the same thing with a current clip. Here's the video
