Anchor point not working?

Hello all!

I'm not very experienced in Premiere at all and this is only the second project I've ever worked on. I've been using and anchor tool frequently but for the last few shots I've been editing it hasn't been working. I will turn it on with the stopwatch symbol and position it to where I want it but when I increase the scale to zoom in on the selected point it just ignores the anchor point and just zooms in on the middle of the page. 

Any help would be greatly appreciated! 🙂

Looks fine to me. Image is off centre.

Your image looks very small.

Please next time try and post an image horizontally.
