Another border problem . . .

I have in the program monitor a  cropped clip that was originally 1080 x 1024 , but  however when I try to put a border around the new cropped clip Premiere Pro CC is putting the border around the   " original settings " of the 1080 x 1024 clip instead of the new " cropped " clip.

What is the situation here ?

This is expected behavior.  The border effect isn't bound to the Crop effect.  There is no way to make it so.  You'll need to find another method.

Put a white color matte under the photo

Draw a mask on this white color matte exactly the shape of the photo.

Expand.
