App won't launch; Creative Cloud downloads it again.

This is not a pressing issue; it's more of a curiosity issue. If someone has an answer, great. If not its not that big of a deal.
Anyway, I went to the tutorial section at adobe, and in this particular instance I was in the Premiere Pro tutorial section but this is irrelevant because the same thing happens whether it's Photoshop or Illustrator. What happens is, I click the practice files; they download, but when I click the "launch Premiere Pro" button Creative Cloud downloads the program. It doesn't launch the program, which I do have and I am a paying subscriber to Creative Cloud. I'm just wondering if this is ... anything. Why doesn't it recognize my subscription? Does it even work that way? It does say "launch" not "download."

Again, just wondering. Thanks.
