Hello, long time user of Adobe premiere and after effects. This issue has never happened to me before until now and it is affecting my work flow hugely, I have spent hours trying to solve this and watching endless youtube clips/tips and reading all forums. Nothing has worked. When I export a file from premiere onto my laptop it plays perfectly fine in windows player/quicktime/VLC and also when I upload it to Vimeo, Google Drive and YouTube on my laptop, everything plays fine.
When I open the file up on my iphone/second laptop/another persons device viewing it through Google Drive, YouTube and Vimeo the audio and visual is in and out of sync....WHY IS THIS? I am at a stand still. I have tried converting from VBR to CBR using handbrake, and turning off harware accelerated decoding when exporting (as suggested by adobe) neither of which have worked. I have exported in pro res, adaptive and quicktime, even MPEG all of which when played through a different device other than my own play in and out of sync. I have even reverted back to older versions of premiere and gone back into my project file and re synced with the original footage and audio. Even that didn't work when playing it off another laptop. It means that I am still able to edit, but at a stand still when it comes to sending clients work, as they won't recieve a fully working edit.
I love adobe and I love the new features that come with the updates, however, paying the adobe prices, surely, this sort of a thing should be fixed or explained. And from reading all the forums and watching videos, it seems there isn't a consistent resolution to this problem.
I would be hugely grateful for any advice or tips that I haven't tried yet to sort this out.
I am running intel core i7 with a Nvidia Geforce RTX 16gb ram, windows. My laptop is newly purchased this year and in March I edited and exported a 4k project with no playback issues off other devices with the latest version of Premiere 23.2 (then).

Is your edit media Variable Frame Rate? VBR->CBR is not a fix of anything, did you mean VFR->CFR. That needs to be done to your media before you import and edit it.

Yes, I meant VFR and CFR pressed B by mistake, it was late haha. And yes I have done that as my media has VFR with animations from after effects. And even with that change, its not worked.
