Hello, I'm relatively new to premiere pro and this has never happened to me, the audio cuts out while trying to play back what I've edited. I tried exporting a small section and the audio was fine once exported but this makes it very difficult to edit. I have tried uninstalling and reinstalling, I've tried suggestions made from other posts such as making sure there's no input in audio hardware, I've tried making a new project using the internal hard drive as aposed to my external hard drive nothing seems to be helping.

Can you start by posting screen shots of "Preferences>Audio Hardware...." and "Preferences>Playback..." so I can see how you have your system set up?

You audio setup looks correct.  You can try setting the “Latency” setting higher, to 300 or 500 and see if that helps.
The most likely cause is that your drives are just not fast enough to stream the audio.  Premiere will always try to prioritize the video stream over the audio, so if the hard drive/ssd is not keeping up, the audio will dropout before the video will.

Are you editing from an internal or external drive?  What kind of drive is it?  SSD or a spinning Hard Drive?
