Audio Effect missing even though they are installed

I was editing on my laptop and used some VST3 audio effects. I have them installed on my Dekstop, which unlike my laptop runs Windows, aswell. However after transfering premiere lets me know that they are missing. (It doesnt seem to matter what vendor theyre from but just incase, it was a few fabfilter izotope and native instrument ones)

Premiere works differently than a typical DAW>. After you install a new audio effect, it must be scanned by Premiere.

Open:  "Preferences>Audio>Manage Audio Plug-ins....", then in the dialog that opens, press the "Scan for Plug-ins" button to scan the entire computer for new audio effects.  You will want to restart Premiere after the scan is compete and try the project again.
