Audio file line in timeline won't move vertically. (Premiere Pro 23.6.2)

 I'm trying to adjust the audio through the timeline and the line will not move up or down at all. Even with key frames there is no movement between the two. I've updated, complete uninstalled and reinstalled. Computer has been shut down and restarted. Created new projects and same thing. 

I know I can adjust audio other ways, but not being able to through the timeline is time consuming and not as flexible for what I'm trying to do. 

Thr project is nothing crazy. 1080p 23.97 clips, waveform audio.

Update: I've opened the same project on another machine and it works fine with no changes. This is only an issue on my MacBook Pro 2018 Ventura 13.2.1.
