Audio Out of Sync

I am recording a class that I teach. My camcorder records two MTS files. When PP conforms the second file, it conforms it with audio out sync with the video. Video and audio are fine when viewing the original footage. How can I fix this? I've been spending weeks off-and-on trying to fix this issue.

Make sure Default Input in the Audio Hardware in the Preferences is set to No Input.

I tried that and it's maybe a little better, but it's still definitely off. I even cleared that media cache so that it would have to conform again.
