Hey all,
Very excited to creating my first video montage using Premiere Pro! I took a few clips using my GoPro Hero 5.
Couple of questions.
1) When I import them into Premiere Pro and then export my video sequence, the footage comes out a bit lower in quality than the original imported video clip. Any idea why? What settings am I using incorrectly (and what settings SHOULD I use)?
2) What is the best format to export to? I will be uploading to YouTube and Vimeo.
3) What's the best/most recommended workflow? Create my sequence and then use File > Export, right?

This should not happen. You may have a miss-match between your source footage properties and your sequence settings, or, if those match, you may be exporting at a setting that reduces the apparent image quality.

Try creating a new project
Click OK on whatever defaults it chooses
Once the project is created, using the Media Browser on the side of the timeline find your clips and do a click and drag on one. Drag onto the timeline area. If the selected settings from the initial set up is wrong then Premiere will usually ask you if you want it to change it for you.
Say Yes or Ok so it can select the settings for your footage.

What version of Premiere are you working on?
Seem to me you are missing some codec and presets.
And post a screenshot of a hero clip in MediaInfo in treeview.

Unless you have a specific reason for not doing so, a good basic practice is to edit in a sequence that matches your source material. That is why when you first put a source clip into an empty Premiere timeline, it prompts you to match the sequence settings to the clip.
