Best sequence setting for mixed frame rates?

We're starting a project where the source footage was shot on phones. Clip frame rates range on average from 24 fps to 30 fps. There are some as low as 10 fps and some as high as 240 fps but most are either 24 fps or 30 fps. Should the sequence be set for the higher or lower frame rate?
