what exactly are you trying to do with motion tracking? If it's to mask an area, you load the effects controls for the clip that's in the timeline and then use the appropriate tools in the opacity section to define the area and then use the track controls that will appear in the opacity section once you've defined the area and track forward or backwards using the play forward and reverse buttons and you can then use the single frame forward and backwards to navigate and adjust your track frame by frame... if that's not clear, post back with your questions. you might also google "how to track in premiere"

Wählen Sie in der Aktionsleiste „Werkzeuge“ > „Bewegungsverfolgung“ aus.
Mir fehlt aber in den Werkzeugen die Bewegungsverfolgung.

this is the sort of thing that after effects is designed to do. may be possible in premiere, but I haven't done it... you can simple manually track keyframing motion at the appropriate interval and let premiere interpolate between the keyframes... depending on the consistency of the speed and keyframe interpolation, etc might not take too long. but hopefully someone else has the specific answer you're looking for.
