Black spots appearing on my premiere pro video

I uploaded an MP4 video to Premiere Pro to add voice and music.  When I play it on Premiere pro one or two black spots are flashing up.  They are not on the original MP4 I imported.  What can I do to get rid of them?  Thanks so much for your help.

Please use the free MediaInfo and post a screenshot of the properties of your media in tree view:

Many users are having issues with VFR. If the file is variable frame rate, use Handbrake to convert to constant frame rate before importing into Premiere Pro:
