Broken pixels in gray to black area of Adobe Premier video

I currently have the problem that in the gray to black area of my video the pixels are clearly drawn off (see screenshot).

The video is simply a static image and nothing more. The resolution of the image is 1920x1080 and this is also the resolution I render the video with.

I don't see this problem in Adobe Premier Preview, but it occurs after I have rendered the video.
