Bug: Loop playback

• Issue - Sometimes the loop works betwenne mark in and out and sometimes it ignores the marks and just keeps playing
• Adobe Premiere Pro version number: 23.6.0  (Build 65)
• Operating system - macOS 12.6.9
• System Info:  Mac Studio, Apple M1 Ultra, 128gb ram, 2TB HD
• Video format: H.264
• Workflow details: Simple timeline.  2 layers of video and 2 channels of audio
• Steps to reproduce - MARK IN, MARK OUT, turn on LOOP PLAYBACK.  
  
• Expected result - Looping playback from in to out marks
• Actual result - Sometimes loops, sometimes doesn't
