Can embedded captions be "closed"?

Quick question from a new user (me).

I have watched about a half dozen videos on creating captions with Premiere Pro. So far I haven't seen anyone answer the question: Can embedded captions be closed?

So far whenever I embed captions and export to MP4, they are always open. I don't see an option anywhere to make them closed.
