Can not modify Preferences in Premiere Pro

I can change Preferences in Premiere, but when I press the OK button, it flashes on the button to confirm, but does not accept the OK click. I can only press cancel. Adobe phone Support could not fix after noodling around for an hour. Using a Mac Mini M1

Sorry about that. Have you tried resetting your preferences? That can solve problems like this.
