Can't drag clips across timeline

I've looked through similar posts but couldn't find an answer that works. It's not dragging clips from media bins that's the problem, it's dragging them across the timeline that's the problem.

 

I can select a clip and move it, but as soon as I try to move it out of the current view of the timeline, the timeline doesn't move with it. This essentially means I can only move clips around only where the scroll bar is located right at that moment.

 

This is a problem, I'm working on a project and can't afford to waste time manually moving the clip then moving the scroll bar and repeating that until I get to where the clip is supposed to go. Does anyone know how I can fix this?

When the pointer approaches the edge of the timeline, it will scroll left or right, as you can see below.

However this is not an ideal practice, it's better to get into the habit of zooming out/in on your timeline and placing the clip directly where you want, as you can see below.
