Can't drag clips into timeline, can't move clips around in timeline

Clips cannot be dragged into the timeline from project, and clips already there are fixed in place and can't be moved around. Source patching seems correct, as both V1 and A1 are selected. Track lock is not enabled, and resetting preferences has not fixed the issue. Any help would be appreciated.
