.aegraphics were only designed to help collect all relevant media and assets in your project if you were moving it around. An .aegraphic lives in a .mogrt and the .mogrt file is the shareable and installable file.
Under the hood though these are all .zip files. So if you find yourself in this predicament, change the .aegraphic extension to .zip and open the .aep in After Effects. Use the Essential Graphics Panel in AE to re-export the .mogrt file. You can choose to export it to your Local Templates Folder which Premiere will "see" natively. Of course, you can export to a CC Library ot any other folder of your choice as well.
I would recommend you sort the Essential Graphics Panel in Premiere by Most Recent so you can see the newly exported Mogrt right at the top of your list. Do this by using the icon at the bottom left of the EGP that looks like 3 lines.
Sorry for all the extra hoops. The person who gave you this file should have delivered it as a .mogrt.
