The Adobe Cleaner Tool helps to make sure nothing from a prior installation is still around to cause issues when reinstalling.
The next step above that would be to back up the Macintosh HD, reformat it, reinstall macOS and then reinstall Premiere Pro and test it before installing any other software.
Does your university provide any student computer support? For example, UCLA has Bruin Online to reach out to for help with Adobe Creative Cloud via a web portal or in person.

Sorry to hear you are having trouble. Creative Cloud installation and first time running Premiere Pro usually goes pretty smoohtly.
What make and model Mac are you using? What version of macOS are you running?
Could you describe "not working" in more detail?
Have you run Disk Utility?
Have you run Apple Hardware Diagonostics?
Have you tried a different user account?

I believe that the issue is related to my displaylink fron lenovo,
After i switched to the latest version of premier pro when i have displaylink open it doesnt let me, but with the previous version it let me use it.
What I do in the meantime is open premier pro and then display link but its not userfriendly and it was working on the previous version of adobe.
I might be wrong but this is the troubleshooting trick that i found so far
