Can't reopen a Premiere Pro 2022 project, I get a "don't have permission response

When I try to reopen a PP 2022 project, this is the message I recieve. Same if I save it to the cloud. However, if I open PP 2022 and find my project in the recent's list, it will open. 

 

I was riding that solutionfor a while until I got kicked off my work server and all projects are gone from my recents list. 

 

The one response to a similar issue is to clean the media cache, I can't find those files where Adobe says they should be, just a simple plug in file labeled 7.0. I did set my PP preferences to clear cache 90 days old. 

 

Still didn't help. Why are my 2022 projects being reverted to 2018, which I don't have access to, when I save them?
