Can't see my effects panel

Can someone help me? I want to remove the green screen from a video. I watched a tutorial about how to do it, but now I can't see the effects panel to get to the ultra key to do the eye dropper tool. How do I get the panel back?

if The Effects panel is accidentally closed you can go to the top of the interface then go to window/Effects.

This should re-open it.

You can also reset the workspace or open a different workspace.
