Cannot watch video in preview or export without frame skipping / delay issue

Hello Adobe Premiere Community,

Reaching out on behalf of the issue I am currently experiencing on my 2020 Macbook Pro, running BigSur 11.6. I can't successfully export or watch videos in premiere with proper playback. Please see the attached videos, one will be the exported video that shows the issue and the other will be one of the original videos. Has anyone ever experienced this before?
