Cant watch video by whatsapp and airdrop

Hello everyone. My video looks good in Mac but when I send out by whatsapp, there is only audio and I cant see anything while the video is playing.Same problem in airdrop, a dialoge pop up and said "the video cannot be save, cancel or open in file?" but I can't open the video in file also. I tried to download the preimiere pro cc2019 / export video via media encoder cc 2019 but nothing change. 
My export Setting:
format: H.264
perset: Match Source-Mdeium bitrate

How are you getting the video onto WhatsApp? Via WhatsApp Web? The max video file size for WhatsApp is 16MB apparently - are you under that?

Thanks for your reply, Mike. Yes, I send the video via whatsapp web and the video size is under limit, I can watch the video in web whatsapp but not in iphone.
