Caption features not showing

Can anyone help me with this issue?

After updating to the Premiere 15.4.1 and opening the project to add subtitles, the option on Caption are hiden.

There's no new update. What could it be the issue?

It would look like this if there is no sequence selected, but it is clear that you have a sequence (top of timeline is visible; program monitor shows sequence). So I assume the workspace has a problem , and I would try resetting that workspace (you're in Captions).

If that doesn't work, I'd try resetting preferences.

Next, I'd create a new, test project and see if that works. If it does, I create a new project and import the old project.

I haven't updated to 15.4.1 yet.

I opened a new project from scratch and it appears on this one.

Not necessarily. Some settings are carried in the project file. I'd try the resetting options first.
