Caption Issue in Premiere Pro v. 22

I'm working in version 22.0.0 of Premiere Pro, and I'm having issues with creating captions. I'm in the captions workspace, and I clicked "create new caption track." It created the track on my timeline, but when I click the + symbol in the text panel, nothing happens. I've tried restarting premiere, making a new project, and restarting my computer, to no avail. I also don't see the option to enable captions in the program monitor, so I'm not sure what else to do. Any advice is much appreciated. Thank you!

Yes, but nothing seemed to happen. After I clicked "transcribe" the entire panel went blank. Maybe a bug with the latest release?
