When i try to access the caption tool, it simply isnt showing in my premiere and i cant figure out why

If you have upgraded to 15.0, the entire captions workflow has changed. There is a new Captions "workspace." The Captions Panel is now the Text Panel. And more.... Start with the new reference: https://helpx.adobe.com/premiere-pro/user-guide.html/premiere-pro/using/working-with-captions.ug.html To create a new caption track, open the Captions Workspace, or just the Windows -> Text Panel. In order to get your caption file to work when your video plays, you need to first enable closed captioning in Adobe Premiere’s program monitor.

Click on the far upper-righthand corner of the program monitor where your video displays. Scroll down and click Closed Captioning Display > Enable. Your captions should now appear on your video display in the program monitor.

Your description is correct for PR2020 (version 14) and earlier. With PR 2021, this step was no longer used.
