change the scrolling on the timeline from horizontal to vertical

Hi, is possible to change scrolling optinon from scroling verticaly on the video or audio layer to scrollin only horizontaly as it is with the keyboard shortcut SHIFT+scrolling weel on the mouse?

best thing is to do graphics ( text etc. ) and use keyframes for motion to make stuff go where you want.
