Change to Colour video effect non existent

Hi, I've been meaning to use the change to colour tool as I have done so on other projects but for whatever reason, the option to use it is not showing. I'm on a 2020 Macbook Air with an M1 chip btw.

I can't find it in the obsolete folder either. 

I've searched for it too and nothing comes up. Can anyone please help me out?

The Blend effect slows down the system very much. I don't work with him. Developers are slowly adapting the effects to performance and working with them.

It's still in the obsolete folder in the Windows version.

I'm on a Mac and can't see it there.
