Choppy playback in preview, and after export, but only with 1080, 4k is fine?

Hello,

I've been editing videos shot on my phone. At first I was shooting in 4k, but decided to shoot in HD as that's what I'd be exporting at. Everything was fine in 4k, nice smooth playback. When I imported HD files and tried to edit them, the playback is quite choppy as you can see in the example I uploaded. The choppy playback continues through all the way to export. I'm using a decently powerful desktop with 32gb RAM an AMD 9500X CPU and an RTX3090. I'm using Samsung M2 drives. Any ideas on what I can try to fix the issue? It's driving me crazy and I have some deadlines to meet. Here's an example of what's happening. 

Here's what I've done to try and fix the issue
-Downgraded from PP 2024 back to 2023
-Checked my audio hardware settings
-Checked sequence settings
-Cleared space on the SSDs I'm using
-Verified that this does not happen with 4k media, even in the same project sequence
-Cleared the cache

-Restarted my computer

I just updated to the latest Nvidia studio drivers, and the issue remains.

Try transcoding the source footage to ProRes 422 LT prior to importing into Premiere Pro.

Then, create your new Sequence from one of those clips, edit as you normally would, and then export.  

Include exporting to both ProRes 422 LT and whatever you export to now (H264?) in your testing.

Thanks for the suggestion Warren. Unfortunately that didn't help. Looking a bit deeper into it and I noticed the clips have a variable frame rate, between 30.02 and 30.07 or so. I tried assuming the frame rate of the clips to be the same as the sequence, but I'm still getting the choppy playback.

I transcoded again and made sure the framrate was constant, and I'm still getting choppy playback.

This looks like judder that results from panning the camera across imagery with areas of vertical high contrast.

Try changing the Speed to 25% in the Speed/Duration dialog box (Clip > Speed Duration...) with Time Interpolation set to Optical Flow.

This will change the duration from ∆ 0:00:05:18 to ∆ 0:00:22:12, but after being rendered it should look smoother.
