Closed Caption missing start.

I've exported a 30 second video with both 608 & 708 CC embedded (MXF OP1a). Quality Control checks the MXF file and the first line of the Closed Caption is not revealed, the rest of the captions reveal as per expected. The CC starts at 00:00:00:15 and runs for 2 seconds.

Sorry about the poor experience. Is this happening with any specific project or with all the projects? Also, let us know the version of Premiere Pro that you are using.
