Closed Captioning Import Issue

For work, we intake programs and sometimes need to convert them to the proper format for out system to play. Recently a program has been sent to us as mpg with captions but we have to convert everything to .mxf. The captions DO appear when using VLC but will not show up in premiere or encoder as options to export when converting the file type. What can I do to coax premiere into cooperation. 

(Note: Engineering controls when we get to update premiere so we are still on 14.0.0)

I don't have mpg with embedded captions to test. PR won't export mpg with captions, and I don't know if it will read them.

First thing to check is your settings:

Preferences -> Media. Checkbox to "Include captions on import."

If that is set, you'll need to extract the captions with a third party program to get them into PR.
