Color Bands on Edge of Video Frame at Export

Hi. I'm having odd issues when exporting 4k sequence in varoius fomats. I renderedd in the timeline and show no issues on edges of frame but once in export window & exported color bands/fringe are showing up on the edges of frame.

System: 

Mid 2015 retina 5k // 3.3 ghz i5 // 24 GB 1600 mhz DDR3 // AMD Radeon R9 M290 2048 MB // os High Sierra

 

Sequence created from clips to match. 

 

Image 1: Sequence setting + no issues on edge of frame

 

Image 2: Export window showing issues on edge of frame (this is seen in playblack as well)

I assume this is a typo and the footage is 4096x2160?

Does unchecking Maximum render quality fix it...you are not doing any scaling so shouldn't be needed.
