Color labels missed after export to Final Cut XML and open in Premier again.

No, it's not help. (This new workflow caused the problem, as i think.)
labels lost in timeline and in project panel, so they gone at all.

I tried to export on Mac and win, from 15.4 and betas. And import it in new Pr and in 2019.

No labels. Any interface checkboxes does not help.

I had to resave project in 15.2 ( why no 15.3 available for installation?) and export, it help to keep labels.

The solution is to select sequences and all footage or folder with them in project tab before export to fcp xml, so labels will be kept.
