Consistent Keyframes between clips for Presets

Hello,

 

I tried to create a few simple quick transition presets, but I can't figure out how to set the transition to take place within a set number of frames.  For example, I create a simple opacity fade preset on a clip:

 

Opacity

Frame 1 = %0 and frame 25=100%

 

The preset spans 25 frames.  But if I drop the preset on a clip that's way larger, it stretches that preset out to sometimes hundreds of frames.  What I'm wanting is for the preset to span 25 frames no matter the size of the clip I drop it on.

 

I've downloaded transitions that don't have this problem to try to reverse engineer.  Their first keyframe is linnear and their second is bezier.  I tried this also but no change... so I'm not sure what to try next.
