I got this error but can't find any way to fix it

That is normally because Premiere does not have "permissions" to access the folder for both read and write. The other thing is that sometimes, on PCs, MS OneDrive 'moves' the folders to OneDrive managed ones, that limit access to other apps.

Yes, as Neil has said, check the folder permissions and suspect OneDrive if you have a 'live' backup program going.
