Create a simple border template around a video to display simple information, like Tim Pools Videos

I want to know what app i need to use to create a simple border around my video where i can display small social media links, email, name of website, or stuff like that.

Thanks for the question. There is no native effect to create a border, I'm afraid. There are a couple of ways to accomplish the effect. I like Javier Mercedes' video describing a good technique using the Essential Graphics panel shapes, the crop effect, and the offset effect. I hope it helps.
