Creating a Digital Compile

I used to use Encore to create DVD compiles containing of up to 12 short videos
driven by an interactive menu made in Photoshop.
What do people use to create a Digital version of the same setup?

This is a good alternative to Encore.

TMPGEnc Authoring Works 6 - The Ultimate DVD / Blu-ray / AVCHD Authoring Tool - Pegasys Inc.

You can still export mpeg2-dvd or Bluray files from Premiere but without multiplexing, but

TMPG will not re-encode the video and audio file.
