Creating .scc caption files with 23.98 time code - Adobe Community - 14522844

I haven't had to do this in a while but I need to create 23.98 .scc caption files for delivery. I used to use MacCaption to convert the 29.97 file Premiere creates but that's not supported anymore and I don't have easy access to it right now anyway. Does anyone have any idea as to how I can do this?
