Cripplingly bad stutter in playback even with proxies and 25% quality

Please help! I have what I consider to be a pretty high spec machine but, as you can see, playback in Premiere Pro is unusably slow. Setup below. Any tips much appreciated!!

Sound and GFX drivers updated

AMD Ryzen 5900x 12 core processor

GeForce RTX3060 Ti

32gb fast RAM

All SSD

5 short 4K snippets

Working with low res proxy versions

Display playback set to 1/4 resolution

CPU and memory no where near maxing

Have attempted re-encoding all footage to see if that improves - no joy.

There's been a few users who have had troubles with low-res playback settings, where if they went to full res and High-Q playback, it suddenly worked fine. Might try it if you haven't.

I'm having the problem with all media I uses - whether it's gopro, Canon 5D video, iphone... I've even tried re-encoding with Handbrake. No joy. The system is fine (games at high speed, very quick) and it's only Premiere that I'm having problems with. I even uninstalled and re-installed.
